To troubleshoot this do the following:

Right-click on Victoria 3 in your steam library. Find and click “Browse local files”:

  • You should see a window open to your local Victoria 3 installation. Open the “launcher” folder.
  • Open “launcher-settings.json” with any basic text editor like Notepad or Notepad ++. Try to avoid MS Word as it did not work for me.
  • Find the “formatVersion” value, which should be at the top. It was “1.1” for me. Change it to just “1” and that should be good to go!

Make sure your game is closed while you are doing all these. Once you are done, save the file and then launch the game. If you did everything right, you should be able to play the game without any error popups.
